Former Senate President Alf Oughton was yesterday named Commander of the British Empire in the 2009 Queen's Birthday Honours and Awards.

Progressive Labour Party MP Neletha Butterfield was also honoured, with an MBE for her contribution to community education.

Assistant Cabinet Secretary Judith Hall-Bean received an OBE for 44 years' dedication to the Civil Service.

This is Mr. Oughton's second award from Her Majesty.

In 1990, the former BELCO President was awarded an MBE.

She was highlighted for assistance given to hundreds of young high school dropouts and inmates, having helped them upgrade their skills and obtain their high school diploma.

Career Civil Servant Mrs. Hall-Bean is a graduate of the Prospect Secondary School for Girls and Cortez Business College in Baltimore, Maryland.

She gained post graduate qualifications in personnel management, and membership in the Institute of Personnel Management at Kingston College in the UK.

She has worked continuously for the Civil Service since she first joined it in June 1965 as a clerk/typist in the Cabinet Office.

She progressed through the ranks, serving as director of personnel manager for a decade.

She also served as Tourism director, and was appointed to her current rank of Assistant Cabinet Secretary in 2003.

Mrs. Hall-Bean is married to Mr. Gladwyn Bean and is a foster parent to Zackia Goater and her two children, Jahkeya and Yahzara.

Eight others were honoured with the Queen's Certificate and Badge of Honour.

Rosalind Basden received the honour for her 40-year contribution to tourism as an employee of Cambridge Beaches.

Barbara Millet was recognised for her commitment to Girl Guides, Bermuda, and Major Warren S. Furbert, EM, for services to the Bermuda Regiment.
