This e-mail exchange shows how senior Tourism and Transport officials discussed getting taxpayers’ cash to Faith Based Tourism boss Andre Curtis before his contract had been approved by Cabinet.

Ok. The length of time this has taken to get to me has now affected delivery I’m told. Andre has asked if pending the approval of his full contract, now not likely to be until next Tuesday, he can be “spotted” some funds. He says $25k. Can you mock up a contract of sorts to make this happen yesterday.

Good day Mr. Cab Sec:
This can happen today. Well, let me clarify what can happen today. We can raise a PO for the $25k. Mr. Curtis would need to provide us with an invoice for $25k. We can then request a wire transfer to Mr. Curtis’ account. I can not promise when the Accountant General will process the wire transfer. That part is out of our hands. However, once we receive an invoice, we can get the paperwork over to ACG.
