Contempt of Court proceedings against the Mayor and Deputy Mayor of the City of Hamilton have delayed the tabling of the report of the Ombudsman’s investigation into City Hall.Ombudsman for Bermuda Arlene Brock’s own motion systemic investigation into governance issues at City Hall hit a roadblock in July due to a dispute with Mayor Graeme Outerbridge and his Deputy Donal Smith.She applied to the Supreme Court for a certification of contempt of court.The Royal Gazette understands that Mr Outerbridge and Mr Smith have refused to answer questions put to them by the Ombudsman.City Hall has declined to comment on the matter.Ms Brock announced in March that her office will be conducting an own motion investigation into the operation of the Corporation with a particular focus on the waterfront project amid concerns about lack of transparency.City Hall initially welcomed the investigation, with the Deputy Mayor Donal Smith saying that all council members and staff had been told to fully cooperate.Arlene Brock, Ombudsman for Bermuda, announced in a press release on Friday: “Due to the fact that my Certification of Contempt of Court by the Mayor and Deputy Mayor is before the Supreme Court, I have had to delay tabling the report on my investigation of the Corporation of Hamilton from the September sitting of Parliament to November.”
