Questions about plans for airport

Dear Sir,

Below is an e-mail sent to all members of Parliament on July 22, 2016. I have received answers from two members of the Opposition, who are members of the Public Accounts Committee, but have yet to hear from any member of the One Bermuda Alliance, and I wonder why.

It is my hope that you will print my e-mail in your letters section.

My name is Brian Russell Richardson, of St David’s. I am sending this e-mail in the hope that I get a response from some, if not all, of my members of Parliament. I listen to all sittings of the House and I am far from happy with the way the members carry out the business of the Bermuda people.

These are just a few questions on the airport redevelopment plan:

Will the Bermuda Government receive any of the revenue from the following during the life of the contract?

• Departure tax

• Landing fees

• Parking fees

• Concession fees (inside and outside the terminal)

Will the Canadian Commercial Corporation/Aecon be exempt from paying the following during the life of the contract?

• Land tax

• Real estates tax

• Customs duty

• Stamp duty

• Employment tax (will the employees be required to pay employment tax)

What is the expected level of Bermudians during the following?

• Construction phases

• On completion of the terminal

On completion of the terminal, is the Bermudian taxpayer responsible for the following?

• Air traffic control

• Bermuda Weather Station

• Airport police (perimeter security)

• Runway maintenance

• Airport fire and rescue services

• CCC/Aecon monthly electrical bill

• Any shortfall in annual income of CCC/Aecon

Will there be any loss of revenue to the Bermuda Government during the life of the contract?

Is it true that if the Bermuda Government or CCC/Aecon cancel the contract, 150 per cent of the funds spent by CCC/Aecon are payable by the Bermuda taxpayer?

Will the Bermuda taxpayer get to see the contract(s) prior to signing?

A little more about me: I worked for the Bermuda Prison Service for 25 years, at the Bermuda College 16 years — a total of 41 years for the Bermuda Government.

I was awarded the Colonial Prison Service Medal in 1988 and the Cluster in 1994. I have represented Bermuda in South Africa, China, United States, Canada and various islands in the West Indies on campus security.
