Grants to the Bermuda Land Development Corporation and the West End Development Corporation make up the largest chunks of capital spending in the Works and Engineering and Housing Ministry.

However Finance Minister Paula Cox said Government would lend an extra $4 million to the Bermuda Housing Corporation, although there was little detail in the speech despite a promise to tackle the problem of affordable housing.

The Bermuda Land Development Corporation gets a grant of $3 million while its counterpart in the West End gets $5 million.

Elsewhere, $1 million dollars has been budgeted for major building upgrades and a similar sum will go to foreshore protection work.

Two million dollars will be spend on building a new asphalt plant.

Also planned is a mobile water treatment plant and the relocation of the recycling centre.

The major Works and Egineering project now geting underway will be adding a third stream to the Tynes Bay Incinerator.

A total of $56 millionhas been set aside for the project, with $1 million to be spent this year.

The Works and Engineering Ministry entered the zero-based budget programme in 2004 and hopes to boost income by $2.8 million through tipping fees for the disposal of horticultural waste, the sale of map products and surveying services, increased production of water for sale, and the production of additional electricity for sale to Belco.

The increased revenue should offset a $3.1 million planned maintenance service that ?will enable Government to ensure that planned maintenance of Government?s property assets is managed in a coordinated and scheduled manner?.

Given scant mention in the Budget Statement was Works Minister Ashfield DeVent?s announcement on Thursday that an additional $13 million was being added to the total budget for the new senior secondary school following a dispute withmain contractor Pro-Active Construction.

The increase took the total cost of the project to $102 million.

Mr. DeVent also announced that the opening of the school would be delayed, but did not say for how long.

Ms Cox said in the Statement that the school would be substantially completed in the 2004/2005 financial year.

Capital spending estimates in the Budget Statement revealed that some $55 million - $6.9 million less than estimated a year ago - had been spent on the school, with a further $25.7 million due to be spent in this fiscal year.

?The Budget Estimates also revealed that the Incinerator failed to meet its goal of supplying 16,000 to 18,000 megawatt hours of electricity to Belco in the year because a turbine ?suffered a major mechanical failure?.
