the retiring Gary Phillips has gained over the past 12 years.

And the last two of five Tourism Ministers under which Mr. Phillips has served have heaped lavish praise on the veteran civil servant. Tourism Minister David Allen said the transition period after a successor is chosen will draw on Mr.

Phillips' knowledge and skills and is expected to run until the end of the year.

"Gary Phillips gave invaluable service to the previous government and to this new government over these last nine months,'' Mr. Allen said. "He certainly left his stamp on the industry. All of the ministers would agree.'' Mr. Allen added: "He certainly carried out his responsibilities with great integrity and skill. We're going to miss him, but we are happy to know that he will be with us for some time.'' Mr. Phillips' workload was undoubtedly heavier in the last few years with two of three assistant directors' jobs being vacant.

The Ministry's future had been uncertain as politicians discussed the formation of a Tourism Authority. The Progressive Labour Party Government has stepped back from such plans but has started its own restructuring, giving different responsibilities to the assistant directors.

Shadow Tourism Minister David Dodwell heaped praise on Mr. Phillips, saying he ranked the former teacher and postmaster general "one of the top five people I have ever worked with''.

"Bermuda should find a way to continue to use his expertise,'' Mr. Dodwell added. "I am disappointed for what will be Bermuda's loss. But I am happy for him and his family.

Mr. Dodwell explained Mr. Phillips was "very highly respected'' by industry professionals, especially in the Caribbean, and said Mr. Phillips' "determination and willingness to listen'' helped the Ministry in its dealings.

"I worked with him for three years and there is no question he was extremely dedicated, very bright, and articulate,'' he added. I always appreciated it when he said tourism is important to the economy but also to the social fabric of the country.''
