Conditional discharged for man found ‘impaired and incapable’

An unemployed man was warned to stop drinking after police caught him passed out in a drunken stupor on Front Street.Officers roused Lloyd Joell after they spotted him as he lay unconscious, around 6pm on Monday, Magistrates’ Court heard.The 55-year-old St George’s resident was unable to stand on his own, or speak coherently.He smelled strongly of alcohol — the officers arrested him for being impaired and incapable of caring for himself in a public place.Joell pleaded guilty to the offence yesterday. He told the court he had been trying to give up alcohol but had “slipped”.Senior Magistrate Archibald Warner handed Joell a six-month conditional discharge and advised him to stop drinking.
