The group planning to purchase a Warwick hotel property have unveiled their proposed plans for the site.

The in principle application filed with the Planning Department shows Elbow Beach Golf Club Ltd. intends to demolish the Belmont Hotel and Golf Club and build a new clubhouse and 50 villas at the site.

Information contained in the public file illustrates that the Belmont project is part of a total resort development plan which includes construction at Cataract Hill near Paget's Elbow Beach Hotel.

A separate in principle application filed with Planning by the Elbow Beach Hotel and Development Company calls for permission to demolish the existing staff club, ancillary building, water catchment and dwelling units and build 43 villas at the site north of the existing hotel.

The application for the Belmont site was filed by Belmont manager Deborah Ford as the sale of the property to the Elbow Beach has yet to take place.

The property revealed this week that it would be closing its doors at the end of the month and a spokesman said he was confident that the sale would take place.

The application for the Paget development was made by Elbow Beach general manager William Shoaf who was yesterday off the Island and unavailable for comment.

But information contained in the planning files, which were both prepared by local architects Onions, Bouchard & McCulloch, illustrates that the villas will vary in size and design in order to offer multiple options to hotel guests.

A proposal attached to both planning applications noted: "The villas will introduce to Bermuda a new lodging product -- larger, multi-room suites with the residential components of kitchen facilities and central living spaces.

"These will target the affluent, long-stay visitor, the family vacation department and multiple couples travelling to spas and/or golf destinations.

"The units will be sold to individuals as part of a condominium association.

The units will then be managed and marketed as part of the Elbow Beach Resort under an agreement between each villa owner and the hotel.'' The villas will also offer opportunities to individuals who wish to invest in them and have them managed and marketed by Elbow Beach.

Coupled with the creation of the Warwick villas are plans for the present golf course there to be revamped and become a a Greg Norman Signature Course while work at the Paget site will see the introduction of a Thalasso Therapy Spa and Wellness Centre.

A new club house for golfers will also be built in Warwick which will offer a restaurant and bar along with 12 guest rooms.

It is understood that a Ministerial Special Development Order will be necessary for approval of the application because parts of the Warwick site are zoned woodland reserve while the majority falls under tourism.

All the work makes up phase two of a three phase $250 million dollar investment plan to make the Elbow Beach a total resort by the property's management company Rafael Group in which phase one saw the revamping and refurbishing of rooms and facilities at the existing hotel site.
