Charlie grew up in the White Hill area, attending Southampton Glebe (now Dalton Tucker) Primary School, and Warwick Academy, before venturing to England to pursue 'A' Levels. This was followed by a business degree at Acadia University in Canada and accounting studies in both Canada and Bermuda.

Returning home, Charlie spent three years working for a local oil trading company before joining C.F. Batson Swan Mobile Plumbing and Heating, the firm started by his father in 1963. Today, he is managing director of the operation.

Charlie has a long history of public service. He is a member, and past president, of Sandy's Rotary Club, where he helped to organise numerous charity fundraisers including motor gymkhanas, circuses, an ice show and a traveling fair. He was involved in the start-up of the West End Community Center, is also a long time member of the West End Sailboat Club and former member of Sandy's Boat Club.

One of the first members of the T.S. Venture unit (Dockyard) of the Bermuda Sea Cadet Corps, Charlie spent over 20 years as a cadet and officer of this organisation. He helped found the Bermuda Youth Sports Program, initially focused on baseball, later expanding into soccer and basketball, has served as a trustee of the Bermuda Maritime Museum, on the Rent Increases Advisory Board, and a director of the Construction Association of Bermuda. He even played soccer for Island Rangers.

Latterly, Charlie has been Santa for his church, financially assisted the Academy Football Club in their efforts with youth in the area, and spearheaded the installation of 'finger' mazes at Lagoon Park and Southampton Pre-schools.

A regular churchgoer at St. Michael's Church at Somerset Bridge, Charlie is married to Jenny, and together they have two sons aged 22 and 19.
