Police recently made the announcement concerning the Go-peds -- a kick scooter powered by a mini petrol engine.

The news means it is an offence for people under 16 to ride them on the road and older riders must have a licence and ensure the scooter is insured and licensed. However, it remains unclear whether the Ministry of Transport will even allow the scooters to be licensed or for a 16-year-old to take a test on one.

The Transport Control Department are looking into the implications of licensing the machines, according to existing legislation.

Meanwhile, two Court of Appeal judges in London ruled that Go-peds were motor vehicles and said a UK restaurateur who was arrested after being chased on a scooter by Police should have been convicted when he was charged with operating a motor vehicle without insurance and while disqualified.

Lord Justice Pill and Mr. Justice Bell over-ruled an earlier magistrate's decision to dismiss charges against the man. Local Police said there were concerns over safety and liability with the motor scooters and urged parents to make sure the vehicles are not allowed on roads.
