Outerbridge, owner and operator of Island Ski Boats, admitted he did not know the area between Hall's Island and the Walsingham area of Hamilton Parish was restricted to speeds below five miles per hour (mph).

He admitted operating a water ski power craft within 100 metres of the shore and exceeding the five mph speed limit.

The conviction for racing through the area at approximately 20 knots on November 20 was his second, having been stopped by Marine Police on October 10.

Outerbridge, 48, of Lolly's Well Road, Smith's, told Senior Magistrate Archibald Warner he was stopped three times last fall and the offence was only explained to him on the third occasion.

On that day, at about 10.35 a.m., Police saw Outerbridge's 17-foot boat with a 200 horsepower outboard engine "on the plane'' and producing a wake.
