She responded to promises from Home Affairs Minister Maxwell Burgess that convicted child killer Chesterfield Johnson would be monitored upon his release from prison on December 19.
Mr. Burgess said a rehabilitation programme was already in place for 46-year-old Johnson, who raped and strangled Connie Furtado, 11, in February, 1978 and is nearing the end of a 20-year sentence.
Ms Webb added: "There is no jurisdiction at the moment to monitor Johnson when he comes out of prison.
"But if we had a halfway house, there would be jurisdiction to follow that promise through.''
