Despite objections made by PLP members as to whether some of the changes Mrs.

Doreen Williams-James was making to the St. George's funeral home and its grounds were illegal, the Board gave her planning permission only for a change of use to a funeral home.

Mrs. Williams-James said that "through all of the controversy it has been an educational experience not only for myself but also the people in the community.

"It has also given me an opportunity to educate the people in the community on embalming.'' She also added that although the Alpha Funeral Home is the first in St.

George's it will "not only cater to the people of St. George's but the Island as a whole.

"Starting in a few months, the home will offer tours by appointment to anyone including schools groups, and organisations interested in learning more about embalming.'' The Board stated that prior to the commencement of building operations a separate application for a building permit must be made and approved.

The Board refused the application made by the West End Development Corporation to build a link between the Clocktower and sail loft.

It stated that the refusal was on the grounds that the proposal does not satisfy the Bermuda Plan 1992 Planning Statement in that the architectural design of the development does not "enhance and is not compatible with the character of the area which has significant historical merit''.

The Board also refused the application made by the Magnolia Settlement for the building of a new access on the grounds that minimum site line visibility cannot be achieved in accordance with section 8 of the Bermuda Plan 1992 Planning Statement.
