The Development Applications Board last week permitted the Richmond Trust to go ahead at the Middle Road, Devonshire site.

But the board said a separate building permit is still needed.

The board also said the nursery should not operate before 8 a.m. or after 6 p.m. and be limited to no more than 60 toddlers.
