James Smith who is to become Assistant Cabinet secretary.

Mr. Smith has been clerk to the House for the last six-and-a-half years but yesterday was his last session.

He was presented with a crystal leaving gift by Speaker Ernest DeCouto who said: "We want to express our appreciation for your service.

"Mr. Smith has been a clerk who has always been available to all members of this House, even after working hours. It has been a real privilege and pleasure to work with him.'' House Leader Quinton Edness said a number of the MPs had served with a number of clerks, but he said Mr. Smith was the hardest working and fairest and was someone who had treated all members equally fairly.

"During his tenure we have had unprecedented issues and unprecedented debates but Mr. Smith has taken them all in his stride. He has upheld the dignity and decorum of this House.'' And Opposition Leader Frederick Wade added his voice to the praise, saying: "I am very pleased that Mr. Smith has been elevated to a higher place in the civil service.

"His hard work and his integrity are the kinds of things we need to have in those higher places. I wish him well and hope he keeps rising within the civil service.'' Mr. Smith yesterday said: "It has been the best of times and the worst of times. I have really enjoyed it and it has been very stimulating. We have some fantastic Members of Parliament.'' yesterday. Mr. Smith is stepping down as Clerk to become Assistant Cabinet Secretary.
