Self-promoted as "written and read by the leaders of the world'', the upscale periodical pictures Dr. Saul on the contents page, along with the likes of Sultan Quaboos Bin Said, Prime Minister of Oman; Sultan Bin Abdulaziz Al Saud, Second Deputy Prime Minister and Defence Minister of Saudi Arabia; Mr. David Hodson, chief executive of London's Financial Futures and Options Exchange; and, Costa Rican President Jose Maria Figueres.

In the relevant section on Offshore Banking and Finance, three of the seven articles are devoted to Bermuda. The three include material from Dr. David Saul as Finance Minister, Bermuda Commercial Bank managing director, Ms Audette Exel and Bank of Bermuda assistant vice president and private banking manager, Mr. Alastair MacDonald.

Ms Exel discussed the multi-jurisdictional nature of business and business services that made offshore business no longer an isolated concept from onshore.

Mr. MacDonald explained how the smartest money was finding its way offshore, and a lot to Bermuda, the broadest-based offshore financial services centre.

Dr. Saul forecast how the Island's unrivalled reputation and infrastructure would secure substantial growth in the offshore sector.

The colour magazine carries photographs of the Island, including pictures of golf courses, a public park, a beach cove, the Bermuda Commercial Bank and the Royal Bermuda Yacht Club.

In the world section, entitled Business & Finance, Bermuda is included in the Caribbean round-up along with the May resignation of Dominica's Premier, Dame Eugenia Charles, the "iron lady'' of the Caribbean; Haitian elections in June; and Caricom's efforts at negotiating bilateral trade agreements with South American countries to counter NAFTA.
