But plans by the Ministry of Works to have construction work completed before the holiday have fallen through.

A Ministry spokeswoman blamed the late arrival of roofing material and plumbing supplies for delay.

Plans for upgrading the 25-year-old toilet block, emerged in July, 1998 after National Liberal Party official Graeme Outerbridge described the situation as horrendous.

The work is now expected to be complete by mid-June.
