The outcome of the proceedings could be either a restructuring of the company's obligations or the sale of its assets. Peter Spratt, Randall Eisenberg and Peter Mitchell of PricewaterhouseCoopers have been appointed joint provisional liquidators by the court to oversee the process.

The company also announced that its wholly owned non-operating subsidiary, RSL Communications Plc, and its indirect subsidiary, RSL COM Europe Ltd, have begun insolvency proceedings in the London High Court. Joint administrators, also from PricewaterhouseCoopers, have also been appointed by the London court.

RSL Communications is a facilities based communications company that provides a broad range of data/internet, voice and value-added product and service solutions to small and medium sized businesses in selected markets worldwide.

The company said that other than in the US the business and operations of the operating subsidiaries are not involved in any formal insolvency or reorganisation proceedings. All units are continuing to provide ongoing services to customers.

RSL COM USA Inc., the principal subsidiary operating in the US, and its subsidiary RSL COM Primecall Inc filed to reorganise under Chapter 11 of the US Bankruptcy Code on March 16 in the Southern District court of New York.

RSL Communications, founded by Estee Lauder heir Ronald Lauder, maintains executive offices in New York. The company said a petition to commence an ancillary proceeding under Section 304 of the US Bankruptcy Code has been filed in the Southern District court in New York.
