after he admitted using offensive words last summer in the same court building.

Mark Lindley Simons, 36, was bound over for six months after he admitted he went to the Family Support window at Magistrates' Court at 4.40 p.m. on August 11 and made a scene.

Crown Counsel Oonagh Goodred told Mr. King that Simons became "agitated'' and started "shouting'' and was asked to lower his voice.

Simons, of Westdale Lane, and a vice-president with an exempted company, went to the office, Ms Goodred said, concerning an `Attachment to Earnings Order'.

When he was asked a second time to lower his voice he "continued shouting and acted in an agitated manner'' and that was enough for staff to contact Police via a panic button. Simons continued to "rant and rave'', using obscene and offensive words to a male member of staff, Ms Goodred told the court.

Mr. King said while Simons admitted the facts as Ms Goodred presented them, he would take into account Simons' age, clean record and "bind him over to be of good behaviour for six months without convicting him''.

Simons was charged on January 30 and pleaded not guilty, and a trial was set for Monday, but he changed his plea.

Magistrates themselves have raised concerns over security in the lower courts and court observers claim Simons' case is one of the rare instances to make it into a courtroom.

If Simons is not convicted of another imprisonable offence in the next six months the matter will be struck from the records.
