Since that time, the Health Department has had two Acting Permanent Secretaries -- Colin Blades followed by current Acting PS Judith Hall Bean.

While the individual who wins the post will initially be assigned to the Health Ministry, he or she need not have a background in health matters.

Following last year's Civil Service Review, The Royal Gazette was told yesterday, the Civil Service has been pursuing a new strategy where Permanent Secretaries are rotated around Ministries.

For that reason, Government is looking to appoint a Permanent Secretary and the Health Ministry may simply be the first stop.

A Government spokesman explained that Permanent Secretary positions are now viewed primarily as senior administrative posts rather than requiring Ministry specific expertise.

What is needed to fill the job according to the advertisement Government is currently running is a university degree, a relevant post graduate degree or qualification in management and at least 10 years experience including several years in a senior administrative post.
