HM Prisons, the Royal Gazette has learned.

Also named in the suit are Minister responsible for Prisons Paula Cox and the chair of the Treatment of Offenders Board, Neletha Butterfield.

Richardson was jailed in 1995 for 15 years for shooting three people in the crowded nightclub on October 30, 1994.

It is understood Richardson is appealing a disciplinary sentence imposed by Commissioner Edward Dyer for failing to provide a urine sample. While the exact punishment is not known, Richardson appealed to the TOB on May 3 but the board stood by the Commissioner's decision.

The writ relates to a "charge'' by Prison's officials, a decision by the Treatment of Offenders Board and an "omission'' by the Commissioner on or about May 16.

A further matter, an "application for a declaration and prerogative order for certioran and prohibition'' is also listed in the writ.

This is believed to relate to a full disclosure of the Prison Service case against Richardson.

An offence against prison discipline under the Prison Rules of 1980 could merit further imprisonment of up to 14 days, stoppage of earnings for up to 21 days, or a reduction in grade.

Offences include such acts as "idle, careless, or negligent'' work, making false accusations against an officer or other offences which damage the "good order and discipline'' of the prison. The minister may "remit or mitigate'' any punishment imposed against a prisoner.
