Chaired by Justice Stanley Moore, the three commissioners have one month to hear evidence from a variety of witnesses at the Supreme Court before coming back with a report and recommendations in mid-September.

The catalyst for the inquiry was the botched investigation into the murder of Canadian teenager Rebecca Middleton, who was raped, tortured and stabbed to death in July 1996.

Failure to convict either one of the two suspects of her murder led to a public outcry over how the case was handled, how evidence was gathered and why one of the men was offered a deal of a lesser charge, in return for information.

The commissioners have no mandate to inquire into any specific crime, but instead to consider the process of prosecution, Police protocols for investigating serious incidents, how prosecutorial decisions are taken and how justice is administered.
