A BTC spokesman said the company believed it had verbal permission.
Yesterday a Government spokesman said the "mix-up'' was resolved in a Tuesday meeting.
"It was a case of people moving too quickly,'' he said, adding there "was no such thing as verbal permission''. BTC completed work on the Southampton trench by Tuesday evening.
