youth offenders centre and claimed more attention should be paid to the root of child behaviour problems.

During the debate in the Senate on this year's Health and Social Services budget, he said just because Government was pouring in extra cash to the ministry did not mean it cared.

But he praised the work of the Happy Valley Child Care programme, which offers educational and learning facilities for infant children with behavioural problems.

The UBP Sen. Swan said as many parents had been unsuccessful in getting their children into the programme because of limited spaces, Government should be opening up more centres like it.

"I was very taken aback when PLP Senator Calvin Smith started talking about the $481,000 being spent at the Happy Valley Centre.'' "He said some 40-odd students benefited from that.'' Sen. Swan added: "Here's a programme that is working. It's meeting a need in our society.

"What would it cost us to have more Happy Valley Centres? How many could we build for $9 million. We are going to put a building there (youth offenders centre) and maybe a few years down the road we will say it's full -- we need another one. The Happy Valley Centre deals with the problem before it begins.'' Sen. Calvin Smith said the $124 million budget would place more emphasis on the elderly and the young. He said: "Children are our most precious resource and the care of our children should be paramount.
