Sen. Terry Lister posed the question to Government Senator E.T. (Bob) Richards who speaks for finance in the Senate.

Sen. Richards pointed out that these powers were clearly laid out under the terms of the Parish Councils Act 1971.

They included providing relief for poor and indigent people resident in the parish; providing and maintaining recreation facilities; improving general amenities in the parish; promoting the well-being of parish residents; and maintaining and administering any parish rest homes.

Sen. Richards added that certain parishes had specific requirements.
