But the DAB refused the application on the grounds that the massing, scale and height of the new building were inappropriate for the area and did not conform to the 1992 Bermuda Plan.

Pink Beach managing director Michael Williams said the decision would not affect approved plans for a $10 million joint tourism and residential facility.

Permission for 19 condominiums and 88 tourist units at the site was granted in August. Work is due to start by the end of the year.
