A request for proposal to carry out repair work at the Tynes Bay waste-to-energy facility has been published as the Government moves forward with stabilisation works at the site.

According to a notice published on the Government procurement website this week, the Government was looking for proposals for firms to refurbish the stack at the facility.

The notice said: “The Government of Bermuda's Tynes Bay Waste to Energy Facility would like to enter into an agreement with a suitably qualified contractor to provide rehabilitation services for the concrete stack and flues.

“The work includes relining the tops of the two metal flues, improving lightening protection, painting, removal of debris, lighting protection upgrades, painting the concrete stack as well as general maintenance.”

The project also includes the removal and disposal of “obsolete” telecommunications equipment, installing new aircraft obstruction lighting and other improvements.

The RFP was issued on Wednesday, and a pre-bid site meeting is scheduled to take place on October 19, with a submission deadline of 3pm on November 16.

The RFP comes after Lieutenant-Colonel David Burch, the Minister of Public Works, told the House of Assembly last week that urgent work was needed at the Tynes Bay facility to prevent potential “catastrophic failures”.

He told the House that the Cabinet had approved a $22 million stabilisation programme to keep the facility up and running until wider refurbishments can be carried out.

“These projects specifically target failed or obsolete systems that can be replaced without major disruption to the daily operations at Tynes Bay and will be integrated into the overall refurbishment works to avoid wasted expenditure,” Colonel Burch said.

“These upgraded systems are intended to assimilate seamlessly with the larger refurbishment works.”

Included in the project are the replacement of both the facility’s refuse cranes, low and high voltage switchgear systems, two auxiliary transformers, flue gas monitoring equipment, a turbine overhaul and refurbishment of the top sections of both flues.
