Covid-19: Openings and changes to operating hours

Now that the stay at home order has been relaxed, companies and services are gradually re-opening or extending their in-person operating hours. This list will be continuously updated. If you wish to advise the public of a change in operating hours, please email news@royalgazette.com

May 21

Corporation of Hamilton: City Hall will open on Monday, May 24 from 9am until 5pm.

The administration offices at the City Works Depot on Laffan Street are open to the public with staff working on a remote basis wherever possible.

All City parks and public bathrooms are open.

HSBC

HSBC’s Church Street branch will be open from 9am to 4pm from Monday, May 24.

HSBC’s HSBC Harbourview, St. Georges and Somerset branches are open Monday to Friday from 9am to 4:30pm.

All customers are required to wear facial coverings or masks when on the Bank’s premises, in line with Government advice.

Our customers are reminded that that pre-orders for cash withdrawals can be made by calling 299-5959 and the ATM network is available for their convenience.

Customers are also reminded to use digital channels as much as possible through online banking or HSBC’s mobile banking app. Customers not yet enrolled with online banking should visit www.hsbc.bm/register or call 299-5959.

May 14

The Bank of Butterfield’s retail branches in Hamilton (Reid Street), Somerset and St George's will return to regular operating hours of 9am to 4pm from Monday to Friday effective Monday, May 17.

Butterfield’s corporate offices remain closed and the bank will service clients remotely and by appointment only.

For assistance with loan enquiries, clients should call 298-4799. Corporate Banking and Private Banking clients should contact their Relationship Managers. For all other matters, contact the Butterfield Call Centre on 295-1111.

May 10

Effective May 10, Bermuda Electric Light Company’s customer experience office at 27 Serpentine Road will be open from Monday to Friday from 8.30am to 3.30pm for bill payments. Customers must wear face masks and will be temperature scanned. Only four people will be allowed in the lobby at one time. The Seniors Booth will also be open during the same hours and with the same safety protocols in place.

Belco’s satellite payment centres will be open for payments beginning May 10 including the Somerset MarketPlace and both Washington Mall, Gibbons Company and King’s Square Money Shops from 9am to 5pm.

Customers can also sign up for an account at www.belco.bm where they can view their account balance, or they can call 299-2800 between 8.30am and 5pm and speak to a customer service representative. Customers can also call 299-6170 for credit card payments during office hours.

Customers can send an email to info@belco.bm to sign up for e-billing and bills will be e-mailed to them. Customers may also pay their Belco bill online at www.belco.bm using Mastercard, Visa or America Express, sign-up for on-demand debit and direct debit services or opt to pay through local online banking or via an ATM.

Meter readers will continue to read meters island-wide. However, out of an abundance of caution and safety, meter readers will not be entering customer homes to read meters. Affected customers are asked to take photos of their meter and submit to info@belco.bm

Customers should also review their bills carefully and only submit a photo if the bill says ***THIS IS AN ESTIMATED BILL*** on the right-hand side of the bill, otherwise the bill is based on an actual reading.

May 9

CG Insurance will reopen its Reid Street office to customers as of Monday, May 10 from 10am to 4pm. CG Insurance encourages its clients to contact the company though its online insurance portal or by phone at 296-3700, during regular business hours from 8.30am to 5pm. Please note CG Pensions client services will continue to service clients remotely via email: pensions_members_bm@cgcoralisle.com or by phone: 296-7526.

May 7:

Bermuda Hospitals Board

Bermuda Hospitals Board will once more allow limited visitation from Sunday, May 9 for acute care and long term care patients.

Two visitors will be allowed at any one time for acute care patients in the ACW between noon and 8pm, one visitor at any time can see acute care patients in the general wing between noon and 8pm and long term care patients can receive one visitor for two hours each day.

Due to the need to maintain physical distancing within the Emergency Department and Lamb Foggo Urgent Care Centre, requirements for people attending the Emergency Department are unchanged, and patients should attend alone. Companions will only be allowed when the patient is vulnerable, under 18 (legal minor), or if the patient is combative, or near end of life. Should a patient pass away, the ED will allow an additional person to support the companion. In such circumstances, ED will only permit up to three companions in the ED family room.

The following requirements must be followed when visiting any BHB services:

• Visitors must be masked at all times, including in patient rooms

• Visitors must maintain physical distancing at all times, including in patient rooms

• People who have symptoms of COVID-19 or any other infection will not be allowed to visit

• If someone has travelled, they should only visit after they have a negative day 14 test.

• For infection control purposes, visitors will not be allowed to use patient bathrooms and will need to use public restrooms on each floor.

• Overnight stays are not allowed at this time, other than in exceptional circumstances.

For patients on isolation due to a known infection of any kind, or in the first 24 hours of admission while waiting for results of the required COVID-19 test, two designated support people pre-identified by the patient will be able to visit for up to two hours per day.

Intensive Care Unit: Designated support people allowed to visit for two hours between 10am and 2pm, or 4pmand 8pm. Visitors must be on the ICU visitors' list.

Maternity:

• One designated support person may stay up to 8 hours after the birth

• If the mother is not discharged within 24 hours, the one designated support person will be allowed to visit up to 4 hours a day between 10am and 6pm.

• Doulas will be allowed for the birth with a support person

Acute Inpatient Care for Mid-Atlantic Wellness Institute services (adult, child and adolescent services):

• Pre-identified support people can visit for 30 minutes each day between 12 noon and 6pm

• Support people should check in at the front desk

• One person can visit at any one time and visitation will be in a public space, such as a family conference room.

Long Term Care (KEMH and MWI), including Group Homes:

• One designated support person can visit for two hours each day between 12 noon and 6pm. No isolated patients can have visitors.

Clarien Bank will be open from 9am to 4pm for personal banking and digital support services.

Teller services will be open from 9am to 1pm and seniors and at risk clients are invited to attend the bank between 9am and 10am

In-person private banking services are now available again.

For additional assistance, clients should contact the Client Service Centre on 296-6969 or email servicecenter@clarienbank.com. The Client Service Centre is available Monday to Friday from 9am to 5pm.

BF&M is open for walk-in customers on Monday, May 10, from 8am until 5pm, with strict safety protocols in place. BF&M continues to encourage customers to reach representatives online at bfm.bm or by phone at 295 5566.

April 26:

Court services are to be reduced in the wake of the increase in Covid-19 cases.

Magistrates’ Court and the Supreme Court will continue to operate, but with limited access to the Dame Lois Browne-Evans Building in Hamilton.

But Alexandra Wheatley, the Supreme Court Registrar, said the Supreme Court Registries, based at the DLBE and the Government Administration Building, will be closed until May 3.

Only new applications considered urgent and responses to active urgent applications in the Probate Division can be e-mailed to the Supreme Court.

Anyone involved in a case considered urgent or time sensitive should contact the court by e-mail as soon as possible to explain the circumstances.

Follow up e-mails should not be sent unless also considered urgent.

Pleadings will not be accepted by e-mail unless the parties involved have been told to do so by the Judicial Department.

E-mailed messages or applications without Judicial Department approval are likely to be ignored.

Magistrates’ Court will be closed for filings until May 3 and urgent applications should be e-mailed to the court with an explanation of the need for speed.

The cashiers desk will reopen, but payments should still be made over the phone or by online banking if possible.

The number of people allowed inside the court building to make payments is limited to a maximum of ten at a time.

Masks must be worn, hands must be sanitised and people should bring their own pens to sign documents.

People must also maintain a six feet distance from each other and should have their case number ready to minimise payment processing time.

Anyone who does not stick to the rules or has signs of illness will not be allowed entry.

Ms Wheatley said: “We will continue to review and monitor the above to determine whether they should be extended and/or expanded.”

The BSX

The Bermuda Stock Exchange and its markets are open. Its office will be open for BSX personnel only, and will be manned with a minimum of staff.

All meetings will be conducted via electronic communications.

Listed issuers can continue to file all documents required to be filed with the Exchange per the requirements of Chapter 6 of the relevant Section of the BSX Listing Regulations their listing falls under.

However, during the Covid-19 emergency, where normally there is a requirement to file original versions of certain documents, the Exchange will accept filings made in electronic form submitted by e-mail or documents sent via facsimile from listed issuers, and this will be deemed to meet obligations under the BSX listing regulations.

The BSX said all documents that are required to be submitted with a signature should still be signed whenever possible, and all documents required to be submitted as certified copies will continue to be required to be submitted as such whenever possible.

The Exchange said that if a listed issuer is unable to submit a document in signed or certified form as required by regulations, it must give notice in writing prior to or at the time of the filing.

Listed issuers must keep a log of all documents filed with the Exchange during the period of the Covid-19 emergency that would normally have been filed in original, or signed or certified form. Once this emergency has passed, they will be required to deliver to the Exchange the original copies, signed and or certified as needed, of all documents that they had previously filed during the emergency in electronic or facsimile form along with a copy of their log of the documents they filed.

Total Health Chemist

Total Health Chemist will remain open as usual during the Stay At Home order. Their operating hours are: Monday to Friday: 8am to 6pm, Saturday: 10am to 4pm, Sunday: By appointment.

HSBC:

HSBC Bermuda has announced today that in light of the Government’s announcement to implement the Stay at Home order, effective Tuesday, April 13, through to end of day Friday, April 16, the Bank’s branch network will be operating as follows:

The HSBC Harbourview, St. Georges and Somerset branches will be operating with limited banking hours of 9am to 1pm;

Limited transaction services will be available and document repositories will remain open at the Harbourview and Compass Point premises.

The Church Street Branch will remain closed until further notice.

A further update will be provided on Friday, regarding the Bank’s operating hours commencing Monday, April 19.

HSBC Bermuda is also aligning with Bermuda Government guidance that staff must work remotely unless their role is deemed essential to maintaining permitted banking services and can only be undertaken on bank premises.

Bermuda College

Bermuda College has closed its physical campus. Students and employees will move to remote learning and operations until further notice. This includes the campus switchboard which will be automated. All departments in the Bermuda Motors building are closed. Bermuda Motors departments in other buildings are open.

Closed until April 17, and Government will advise when services resume.

The Courts

Bermuda’s courts have had to cut back services in the wake of the latest surge of Covid-19 cases.

Under new policies released by the Supreme Court today, the swearing of affidavits, certification of copies and criminal records checks will be suspended until further notice.

Members of the public will not be allowed into the courts unless they are involved in proceedings or they are the guardians of juveniles who are.

The courts will consider requests or applications for adjournments because of health concerns, but such requests should be made as soon as possible.

The Supreme Court Registries will only be open for general filings between 8.30am and 1pm and searches of the Cause Book will not be allowed unless it is urgent.

Magistrates’ Court trials, sentencings and bail applications and warrant matters will continue to be heard in person, along with anyone who is appearing in court to answer charges.

Other matters will be held remotely unless the defendant is not represented by a lawyer or cannot attend remotely.

Unrepresented defendants who cannot appear in Magistrates’ Court because of quarantine or Covid-19 symptoms should immediately tell the courts so they may be given permission to appear remotely or have the matter adjourned.

The Magistrates’ Court cashier’s desk will only be open between 9.30am and 1pm, and the court will only receive filings during the same period.

Bermuda Aquarium, Museum and Zoo

It is now closed to the public. A spokeswoman said: “In adherence with Government’s policy that all museums be closed due to the current Covid-19 outbreak, the entire Bermuda Aquarium, Museum and Zoo (BAMZ) has closed to the public until further notice.

“The BAMZ staff will continue to look after all the animals and maintain the property during the closure. We will also continue to respond to wildlife emergencies on 293-2727 ext: #999.”
