Privatisation saves money

Dear Sir
So, Chris Furbert doesn't understand how privatising or mutualising saves money? Not surprising as he has no experience in saving anything. When the Government doesn't have to pay all those wages and ridiculous benefit costs — that means they save that money. If you don't spend it, it's called savings. Is this all that difficult?
And as for putting the cart before the horse, methinks the Finance Minister just wants to get in front instead of behind the horses.
