An issue about signage

Dear Sir,
Whose bright idea was it to remove the ferry schedule, taxi and minibus fares sign from where the ferry docks in Dockyard and replace it with a Royal Naval Dockyard sign?
To add insult to injury, there was a cruise ship docked the day when I had noticed that this sign had been replaced. Well I never!
How do these people that make these poor decisions get jobs? They would never be able to retain a job in the private sector.
