Pay taxes before buying lottery tickets

Dear Sir,
The Auditor-General reports the Government is owed nearly $500 million in taxes. Your correspondent in the same issue is suggesting a national lottery. If folks are not paying their bills, how can they afford to buy lottery tickets?
With the current computer age, the right hand should know what the left hand is doing. When a person or company owes the Government and goes to relicense a vehicle, this will not happen until such outstanding debts are paid. It is time for the Government to pass this legislation.
