Bermuda needs a social development strategy

Social development: Jason Hayward aims to put people at the centre of progress (File photograph by Akil Simmons)

This is the first in a three-part series by Jason Hayward, the Minister of Economy and Labour

Over the past several months, I have met with Bermudians of all walks of life, listened to members of the Progressive Labour Party at meetings around the island and engaged with people across our community. These conversations have been honest, meaningful and, at times, difficult.

One concern has emerged repeatedly: that is too many Bermudians feel marginalised and left behind in their own country. I have heard the concerns of working families struggling with affordability, young people uncertain about their future, and residents who feel disconnected from the opportunities our economy creates. These concerns cannot be ignored.

Yes, Bermuda must continue growing its economy, attracting investment and creating jobs. However, economic growth alone cannot be our measure of national success. We must ensure families are becoming more financially secure, young people have meaningful opportunities, workers are progressing and seniors can live with dignity.

Bermuda needs a comprehensive social development strategy that places empowerment, inclusion and social and economic mobility at the centre of our national development.

This strategy will focus on stronger families, thriving children, safer communities, improved healthcare, better educational outcomes, decent work and stronger social protections. This will also address affordability, poverty reduction and inequality while simultaneously creating genuine pathways towards economic independence. As importantly, it will recognise that social development and economic development are inseparable.

Our commitment is to champion a national social development strategy that makes the wellbeing and empowerment of Bermudians a central measure of government success. A strategy that ensures coordinated action across government, community organisations, the labour movement and the private sector, supported by clear priorities and measurable outcomes.

Our objective cannot simply be helping people survive difficult circumstances. It must be empowering them to overcome barriers, access opportunities and thrive. Every Bermudian deserves to feel included, valued and confident about their future.

True prosperity is not simply measured by the wealth our country generates, but by the opportunities, security and quality of life our people enjoy. That is the foundation upon which we must build Bermuda's future.

Achieving this requires a fundamental shift in perspective. We do not solely need a corporate agenda, we need a renewed mindset that prioritises people, while simultaneously protecting free enterprise. Fellow Bermudians, we need bold leadership, and a steadfast commitment to putting the wellbeing of our people first.
