Mr. Dill, 41, was previously manager of switching and systems at the Devonshire Teleport.

A graduate of the Bermuda Technical Institute and the Cable & Wireless College in the UK, he has been with the firm since 1971.

Married with three children, Mr. Dill has also attended MIT's Alfred P. Sloan Fellow's programme.
