Mr. Scotton, 51, will leave his position as press officer at the Bermuda Insurance Institute and join Exel at the newly-created position in January. He has previously worked as a business reporter at The Bermuda Sun and The Royal Gazette .

*** Vice president and controller of Stockton Holdings Ltd., Bruce Bills , has been named chief administrative officer, CFO and senior vice president. He is now responsible for overseeing the entire financial and administrative operations of Stockton Holdings and subsidiaries including Stockton Reinsurance Ltd.

Mr. Bills has been with the company since January 1980 and has held various financial reporting and tax positions, including the director of taxation.

Meanwhile, Stockton Reinsurance Ltd. said actuary Dave Drury has joined the London representative office as a principal as of November 1. Mr. Drury has been in New York with Centre Reinsurance Co. since 1994.
