What Britain is doing

Overseas Territories; No immediate offer of British citizenship; Creation of an Overseas Dependent Territories Department in the Foreign and Commonwealth Office; Creation of a Dependent Territories Council made up of heads of government to meet once a year, and White Paper on British Citizenship and the "new partnership'' with the Overseas Territories to be brought to the UK Parliament.

What Britain wants the Dependent Territories to do Put in place financial and regulatory measures which meet the highest international standards by the end of 1999; Pass comprehensive measures to combat money laundering, including ways of checking companies incorporated in Dependent Territories but based elsewhere by 1999; Pass legislation to allow territories to cooperate fully with overseas financial investment by 1999; Seek clearance from the British Government for official borrowing which exceeds a "certain level'', and Abolish judicial corporal punishment (birching) and capital punishment.
