It appears to be anyone's guess as to when those who have avoided paying parking tickets will be compelled to do so.

The Royal Gazette has attempted to find out if and when summonses will be issued to offenders for non-payment.

In January the paper revealed that no one had been brought to court to pay unpaid parking tickets since February 2002 - leaving thousands of dollars uncollected. The Royal Gazette revealed that Crown prosecutors were among the worst offenders, with Shade Subair topping the list with a tally of more than $16,000 in fines outstanding. In response to the article, Attorney General Larry Mussenden said there would be a full investigation into the matter and earlier this month court administrator Tracey Kelly said violators would be sent summonses, although he did not know when this would happen. He said the matter was being discussed at the time.

Last week Mr. Kelly repeatedly said he had no time to talk about parking tickets. Mr. Mussenden did not return any phone calls to The Royal Gazette on the matter and Director of Public Prosecutions, Kulandra Ratneser said Mr. Kelly was the man to speak to.

But acting Senior Magistrate Carlisle Greaves, who signs summonses, said on Friday that he had not seen any yet.

It is understood that about 20 percent of offenders fail to pay the $50 fine.
