launched a stinging attack on the Progressive Labour Party?s failure to promote locals to top jobs on Friday.

He said: ?The PLP has wiped out black Bermudian after black Bermudian after black Bermudian.?

Speaking on the motion to adjourn, Mr. Burgess attacked his opposite number for his handling of the leadership of the prison service which saw two local men ? Marvin Trott and Randall Woolridge ? get sacked alongside the Jamaican Commissioner of Corrections John Prescod, who leaves a year before his contract was up.

?We hear Prescod has got to go. Everyone in Bermuda knew he should have gone long before now.?

Speaking of the loss of two local men he said: ?We have a trade off for one foreigner but he should have gone for free.?

Mr. Horton replied that his Government wasn?t afraid to make decisions.

Mr. Burgess said Mr. Horton had said the decision of who should go had been that of his permanent secretary, Robert Horton, who had the responsibility of deciding which of the six recommendations by an independent commission into the problems of the prison service should be implemented.

Mr. Burgess accused the Minister of waltzing around the issue and said more than half a million dollars had been wasted on Jamaican failures ? Mr. Prescod and Bermuda Hospitals? Board CEO Stephanie Reid.

He said Government seemed unaware of the abilities of Mrs. Reid?s replacement, Bermudian Joan Dillas-Wright until Mrs. Reid had gone.

Mr. Burgess reeled of a list of other top posts held by non-Bermudians including Airport General Manager and Director of Marine and Ports.

But said the current Marine and Ports Director had been hired with the brief of grooming Francis Richardson who is in line to become the first black person to hold that post.

And he said Bermudian Marshall Minors had been promoted to Airport General Manager but had left to go into the private sector.

And, clarifying Government?s position on Bermudianisation, he said the PLP were in favour of it. But he added: ?Our commitment is not that we will tolerate Bermudians regardless.?

She said the Opposition had been ridiculed by Government for raising concerns but now it was proved how accurate they had been.
