Complaints authority conference opens
Bermuda yesterday welcomed delegates to a Police Complaints Authority Conference at Grotto Bay Beach Hotel.
Acting Premier Dr. Ewart Brown welcomed delegates from all over the world ? many of whom have no civilian oversight of law enforcement in their own respective countries.
The three-day conference is intended to examine the issues and legislative concerns involved in establishing and running a successful PCA.
Bermuda is the only Overseas Territory that has such a body ? although it?s relatively short history since it?s inception in 1998 has not been entirely smooth.
In July 2002, its then chairman and deputy chairman Coles Diel and Alan Dunch both resigned in disgust, arguing that Government was taking far too long to act on it?s recommendations.
?I didn?t see the Authority as being effective and it has become too frustrating to continue,? Mr. Diel said at the time.
Lawyer Arlene Brock is now the chairman.
The conference ends tomorrow morning when Public Safety Minister Randy Horton will give the closing address.
