Police Commissioner Jonathan Smith has assured families of the four people feared dead at the hands of Fabian that the full circumstances of the tragedy would be discovered.

He said he had personally listened to all communications between the three Police workers and Manuel Pacheco before they were swept to their deaths off the Causeway last Friday.

So far, only the body of P.c. Stephen Symons has been discovered. It was found on the North Shore on Sunday afternoon - 48 hours after his disappearance.

The bodies of P.c. Nicole O'Connor, station duty officer Gladys Saunders and Mr. Pacheco have not been found.

Mr. Smith said he could now confirm that the Police vehicle carrying the three Police workers, who all worked out of the St. George's Station, had stalled on the Causeway due to exposure to water.

He said the occupants of that car had remained in contact with Police Operations and other Police staff by radio and cell phone after becoming stranded, and Mr. Pacheco had used his cell phone to summon help from 911.

Contact, however, was eventually lost. "It is apparent that heroic efforts to save these lives were carried out by members of the Police Service, Fire Service and Mr. Butterfield from Island Construction. Harbour Radio staff offered advice," Mr. Smith said.

"A rescue effort was co-ordinated at the scene, but the conditions prevented anyone at the scene from getting close to the cars."
