Fridaycriticised the Health Minister for her handling of a bill creating the Bermuda Health Council.

The bill which was agreed to last week, had to go back to the House for the third reading because of uncertainty over its drafting.was expected to clarify the uncertainty over two of the bill?s clauses ? one which referred to ?health service providers? and the other referred to ?health professionals?.

Mrs. Minors explained in a note to Mr. Dunkley, that health professionals referred to doctors and other practitioners who worked out of their own offices and charged fees.

She said that ?health service providers? worked for others and their fees were subject to regulations under the new bill, but there was no section in the law regulating fees charged by ?health professionals?.

Mr. Dunkley said that, while he understood the explanation, he did not agree with it and had hoped to debate it in the House.

But further debate was not allowed by House Speaker Stanley Lowe, who ruled that the bill had already been debated.

Mrs. Minors had told the House that her shadow counterpart had agreed with her explanation ? a statement Mr. Dunkley described as ?misleading the House?.

?We are setting double standards,? Mr. Dunkley said.

?We think from the beginning it was sloppily drafted... The thought process behind it has led to a very poor foundation.?

Mr. Dunkley added that Government had been desperate to tackle serious problems with health care and saw the Health Council as a solution.

But the bill ?could have been a little more solid?, he continued.

?We are under the impression that she herself doesn?t understand the duties of the Health Council and that doesn?t bode well going forward.?
