right around the corner after plans received in principle approval from the Development Applications Board.

Finance Minister Eugene Cox allocated $6.5 million dollars in the latest Budget for the planned development. But yesterday Works & Engineering Minister, Alex Scott said he may revisit the way the project is financed to try to find "a creative way'' to help offset the costs.

The building is slated to be erected on the corner of Victoria and Court Streets across the road from St. Paul's AME church.

"Recognising that this was going to be so close to the Church we sat down and talked with the pastor and his executive,''said Mr. Scott.

"We gave them assurances that we are sympathetic to the sensitivity of the Church in having the facility so close,'' he added.

Police have already agreed that they will try to avoid using sirens in the immediate area during Sunday church services.

"The Police are mindful of their neighbour being a church,'' he said.

Mr. Scott also said that the Ministry were able to satisfy concerns from the Church that crowds of people would gather and congregate to watch suspects being taken into the court.

"We are introducing new innovations which should end the practice of parading prisoners in shackles on the street,'' he said.

"The building has been designed in such a way that anyone who has to make a court appearance will be transported directly into the building. Vans carrying prisoners will be able to drive right into a secure area at the bottom of the building for prisoners to be transferred directly into the courts.

"And people being held in the Police station who need to appear in court will be transferred via a secure system internally.'' While not releasing architectural impressions of what the final building will look like on the site, Mr. Scott did say that it "would not be unattractive''.

"Members of the public will find it just as attractive as any of the corporate buildings,'' he said.

"There will be no bars at the windows.'' But Mr. Scott would not be drawn on when building work would begin on the project.

"It is my position to begin work shortly but we first have to look for contractors and I may wish to look again at how we will finance the project.''
