Insp. Peter Duffy, prosecuting, said base security contacted Police at 3.20 a.m. on March 7.

He said after liaising with security officers, Police were taken to a room in the Navy barracks where Burgess was found by alarmed residents. Burgess, he said, had received no clearance to be in the area.

Officers noticed Burgess' breath smelled of intoxicants and his speech was slurred. Insp. Duffy said Burgess has a history of drinking offences.

The 26-year-old told Mr. Francis he jumped the fence at the base in search of a ride to St. David's as he did not feel like walking.

Burgess, now serving a prison sentence for non-payment of fines, asked for time to pay the $100.

However, Mr. Francis noting the reason why Burgess is in jail, refused.
