Insp. Duffy said the cycle was spotted by CID officers along Palmetto Road moving at a high speed in an easterly direction.
The officers observed the driver did not have good control of the cycle and stopped the rider along North Shore.
As the officers approached, the rider was seen to take something out of his right jacket pocket and throw it to the ground.
It was retrieved by the officers and found to be a twist of brown paper containing cannabis.
Both men were arrested but when questioned, Battersbee said the cannabis was his.
