Mr. Horton, 52, was cleared of conspiring to defraud the Government after a lengthy Magistrates' Court trial.
And the Attorney General's Chambers has announced it does not intend to appeal the decision that Senior Magistrate William Francis handed down.
Cabinet secretary Leo Mills said that Mr. Horton was overseas but he expected that a meeting would take place in "the next few days or so''.
Mr. Horton has been suspended from his position at Tourism since July 26, 1995. He is currently receiving his full salary.
