Shadow Health and Social Services Minister Mr. Nelson Bascome did not name the employee or the "corporation of Government'' he claimed was involved, but Health and Social Services Minister the Hon. Quinton Edness said he had heard a similar complaint.

"That's the kind of thing you have to substantiate,'' he cautioned Mr.

Bascome across the floor of the House.

Mr. Bascome said a small contractor told him "an individual working within one of the corporations of Government happened to also have view of all of the tenders that come in''.

The individual would tell "the manager of his company'' what the lowest bid received was, and "if you put this bid in here, then we can get the job'', Mr. Bascome said.

He appeared to be alleging that an employee of a Government corporation was passing confidential information to a private company the employee was also associated with. Mr. Bascome could not be reached yesterday to clarify or expand on his allegation.

In the House, he said the contractor's complaint, along with other complaints he has received, showed Government needed to be more open in dealing with tenders.

Many small contractors "seem to have a real problem with the way in which tendered jobs are being issued to the community, and they're being left out,'' he said.

When some public works jobs have gone out to tender, the companies or individuals selected "seem to be either members of the United Bermuda Party or UBP hacks,'' Mr. Bascome said.

It also applied to certain jobs with the Bermuda Housing Corporation, he said.
