the Planning Department after an inspector found 13 planning and building infractions.

The island -- located at the entrance of Hamilton Harbour by Two Rock Passage -- was "raided'' by building inspectors late last week, and a report listing the alleged infractions has been produced.

The property is owned by computer guru and writer, James Martin who purchased the island in 1997 for an undisclosed sum from the Cox family.

Mr. Martin is having major construction carried out on the property including a huge home, restoration of a cottage, renovation of a store room to a gazebo and tea room as well as salt water and fresh water ponds.

Director of Planning, Rudolph Hollis said that a "field correction notice'' was issued which stipulated that work should not continue on the areas in question.

Mr. Hollis said that several of the infractions were building works which had not received approval but he stopped short of revealing exactly what each was.

He said developers would have to submit a revised master plan and have the extra building works approved before work could continue.

Mr. Hollis said that work could continue on areas that had received approval and were not subject to discrepancies, and that the field correction notice gave developers the opportunity to correct the infractions.

He said that a field correction notice was only the first step in the process and that he could issue a "stop work order,'' which could then be followed by enforcement.

If the matter went as far as the courts then a penalty could be imposed.

This was not the first time construction on the island has run into problems.

Last March, another raid exposed a 20-year-old Portuguese man who was working without permission.
