A Police spokesman last night said the file was being prepared for review by the Director of Public Prosecutions' office.

In January The Royal Gazette revealed Police had begun monitoring the schemes in which people signed documents pledging donations of $500, $2,000, and $6,000. The payments were gifts for which they expected nothing in return.

Both Police and prosecutors warned the schemes might be illegal under the Lotteries Act and the Criminal Code.

Pyramid schemes are illegal because it is certain that the last people to join will lose their money when they fail to find new recruits. There is only a fractional payoff if less than eight people join.

In February, Police Commissioner Jean Jacques Lemay appealed to the public to assist Police in investigating the schemes.

He also warned serving Police officers against taking part in the schemes after it was learned numerous officers were involved and the schemes had been touted at headquarters in Prospect.
