"Staff vigilance is sorely lacking, and stronger management is needed,'' Authority chairman the Wor. Will Francis said in granting a liquor licence renewal for the Moonglow.

At a hearing earlier this week, St. George's Chief Insp. Winston Esdaille described the Water Street bar as a "safe haven'' for drug dealers.

Relating a litany of assaults, wilful damage, and other reports of disruptive behaviour at the club, Ch. Insp. Esdaille said Police strongly objected to renewal of the licence.

In handing down the Authority's decision, however, Mr. Francis made no reference to the alleged drug dealing, but he agreed there was a lack of management control.

"In our opinion, this is due to the fact that for long periods, neither management nor security personnel actually patrol the premises, especially the entrances and exits,'' he said.

It was possible, he said, the extended illness of owner and manager Mr. Ronald Furbert was partly responsible. "In any case, we feel that this defect can be cured.'' The licence was approved subject to three conditions: A manager, other than the bartender, must be on duty and patrolling the premises, including all entrances and exits, from 9 p.m. until closing each night; Adequate security staff patrol the premises thoroughly and control crowds must be on duty at all times; and The patio area must be screened off to prevent passers-by from cutting through the licensed area.

The licence was to be signed as soon as the Authority received names of managers satisfactory to Police. The names are to appear on the licence. The current licence expires on March 31.
