regulations on rooming houses and restrict certain motorbike parts yesterday.

The bills were tabled in the House of Assembly but will have to go through parliamentary debates and senate sessions before becoming law.

The Evidence Amendment Act 2001 will approve the use of taping and video of court proceedings which will then become the official court record.

It will help lawyers refer to what has already been said in a case rather than rely on the judge's handwritten notes.

The transcripts can be used to prepare appeals.

The Public Health Amendment Bill 2001 will bring rooming houses of five or more rooms under the Public Health Act 1949.

Owners must register with the Health Minister who will set the maximum number of lodgers.

And owners must conform to minimum standards while people with convictions will be barred from operating.

The Act also has a section regulating hygiene and sanitation of tattooing and body-piercing establishments.

Government also tabled a bill banning the importation of upgrade kits which enable mopeds and motorbikes to be exceed 100cc.

Under the Motor-Cycles and Auxiliary Bicycles (Special measures of Control) Amendment Act 2001 dealers who sell kits already imported must get information about the buyer and the bike they intend to fit it to.

But the Minister will be allowed to issue permits to import parts for motor cycles of more than 120cc which are licensed for Bermuda's roads or which are used for motor sport.

Dealers who flout the ban can be fined $3,500 or face six months in prison.
