connection with the death of an American tourist in a parasailing accident in St. George's Harbour.
Elder, 21, was charged after answering Police bail at St. George's Police Station and is expected to appear in Magistrate's Court on Friday.
The move follows a month-long probe into the death of US visitor Frank Westendorf, on July 5.
The 54-year-old Virginia resident, whose yacht was berthed in St. George's, died after falling 100 feet into the water from a parasail owned by St.
George's Parasailing and Watersports.
Another crew member, Vaughan Fubler, also answered bail but was not charged.
Police have not released addresses for the two or an age for Mr. Fubler. It is understood Elder's bail was extended.
